UTM Consultants are looking for an experienced Site HSE Advisor to support the Liverpool Bay Decommissioning and Carbon Capture Project.
As Site HSE Advisor, you will report to the Field HSE Manager and provide support across the engineering and development phases of EPIC projects. You will help ensure the effective development, management and continuous improvement of the Safety Management System, with a strong focus on workforce engagement, compliance and safe delivery on site.

Key Responsibilities
- Drive HSE awareness through workforce engagement, inductions and training.
- Conduct site inspections, monitor subcontractor activities and ensure equipment compliance.
- Manage risk assessments, Job Safety Analysis and safe systems of work.
- Oversee Permit to Work systems and hazardous material controls.
- Report on HSE performance, track KPIs and support incident investigations.
- Promote environmental compliance, sustainability and best practice across the site.
What We’re Looking For
- Qualification in HSE or an engineering-related discipline.
- NEBOSH Diploma or equivalent qualification.
- Several years’ experience within the Oil and Gas industry.
- Proven onshore project experience, including construction design management, surveys and investigations.
The project is due to start on 17th August 2026 and will last approx. 48 weeks
