UTM Consultants are looking for a Foundations Client Representative to support our client’s offshore operations, onshore Poland.
Role Objective
The Client Representative will oversee offshore foundation installation activities, ensuring all work is executed in accordance with:
- Approved Risk Assessment and Method Statements (RAMS)
- Approved Management of Change (MoC)
- Project Quality, Health, Safety, and Environmental (QHSE) standards
- Project schedule requirements
The role requires consistent daily reporting, proactive issue escalation, and acting in line with the Client’s values at all times.
Key Responsibilities
1. Compliance Oversight
- Review and maintain up-to-date knowledge of all RAMS and QHSE documentation
- Ensure contractor compliance with approved RAMS and MoC
- Verify implementation of safety protocols and risk mitigation measures
- Participate in safety walks, heavy lift meetings, and last-minute risk assessments
2. Daily Progress Reporting
- Monitor installation progress and vessel activities
- Prepare and distribute Daily Progress Reports (DPRs)
- Ensure DPRs are reviewed and signed by relevant stakeholders
3. Coordination & Communication
- Attend daily meetings, toolbox talks, and coordination sessions
- Act as the main offshore liaison between the Client, contractors, and third parties (e.g., MWS)
- Escalate issues and support timely resolution
4. QHSE Oversight
- Participate in joint safety walks with Client and contractor HSE teams
- Track and review incident reports and outcomes
5. Quality Assurance
- Monitor contractor compliance with quality and safety standards
- Conduct site inspections and document quality deviations
- Support implementation of corrective actions
6. Documentation & Reporting
- Maintain logs of activities, incidents, and deviations
- Review and sign off as-built documentation for monopile (MP) installation where applicable
- Complete Synergi reporting as required
7. Timesheet Verification
- Review and approve timesheets for Employer’s contractor personnel
(excluding Main Installation Contractor personnel)
Authority & Accountability
The Client Representative is responsible for monitoring offshore works and ensuring compliance with approved procedures.
While the role holds no contractual authority, the representative has the authority to intervene or stop work if:
- Safety is compromised
- Quality standards are not met
- Approved procedures are not followed

Requirements
Essential Qualifications
- Polish Occupational Health Certification (Badania Medycyny Pracy) – referral provided
- BHP Certification (course to be confirmed by Project HSE Advisors)
- Proven offshore wind experience (foundation installation focus)
- Strong knowledge of RAMS, offshore QHSE, and installation practices
Required Certifications
- GWO (all modules):
- Sea Survival
- Working at Heights
- Enhanced First Aid (EFA)
- Fire Awareness
- Manual Handling
- Valid offshore medical (including Chester Step Test)
- HUET / BOSIET / OPITO / STCW (2010) with EBS
- IOSH Managing Safely (or equivalent)
Preferred Experience
- Previous offshore installation experience on similar projects
- Marine/offshore operational awareness certifications
- Familiarity with DPR and Synergi reporting systems
- Proficiency in Microsoft Office (Word, Excel)
Reporting Line
- Reports to: Offshore Foundation Installation Manager
- Works closely with: Offshore Installation Team, Engineering, QHSE, and Technical Quality teams
The project is due to start on 24th April 2026 and will last approx. 24 weeks
